Decision no. ΥΠΕΝ/ΔΗΕ/78337/224/06.11.2018 of the Ministry of Environment and Energy (GG Β 5030/13.11.2018), which amended decision no. Δ5-ΗΛ/Β/Φ1.21/12112/20.06.2013 of the Ministry of Environment, Energy and Climate Change (GG Β 1521/21.06.2013), issued according to authorization of Law 4001/2011 (GG Α 179/22.08.2011), defines the criteria, the conditions and the procedure for including electricity Customers in the Vulnerable Customers Registry for the implementation of Chapter 6 provisions of the Electricity Supply Code (GG Β 832/09.04.2013).

Special protective measures are provided to Vulnerable Customers by all Electricity Suppliers, such as a deadline of forty days for the payment of Electricity Bills, the possibility for partial and interest-free payment of the Electricity Bills, suspension of the supplier’s capability to order the disabling of the electricity meter (electricity cut off) due to outstanding debts during the winter period (November to March) and the summer period (July and August) as well as stricter conditions for the termination of the electricity supply contract by the supplier.

Residential Electricity Customers may be included in the Vulnerable Customers Registry only for electricity consumed in their main residence, irrespective of the selected Electricity Supplier, if they belong to one of the following categories:

Category A:

Customers already included in the Social Residential Tariff, who are automatically included in the Vulnerable Customers without having to submit an application.

Category B:

Customers whose household includes member(s) who need life support with medical devices, with the same income criteria currently applied for inclusion in the Social Residential Tariff (property criteria do not apply).

Category C:

Customers who have reached the age of seventy (70) provided that all other (if any) adult members of the household have reached the age limit mentioned above, with the same income criteria currently applied for inclusion in the Social Residential Tariff, increased by eight thousand (8,000) euro (property criteria do not apply).

Customers included in the Social Residential Tariff are automatically included in Vulnerable Customers Category A without having to submit an application. If these customers are removed from the Social Residential Tariff, they are also removed from the Vulnerable Customers.

To be included in Categories B and C of Vulnerable Customers, you have to submit an application on IDIKA SA website (www.idika.gr) (www.idika.gr)

Those included in the Vulnerable Customers Registry are either (a) required to re-apply every year within one (1) month from the expiry of the deadline for filing income tax declarations for natural persons, as set out in the applicable provisions or as extended in any way, in which case the inclusion in the Social Residential Tariff requirements are reviewed, or (b) they are automatically included, when they are already included in the Social Residential Tariff. In the first case, which requires a new application, the Customer shall be removed from the Vulnerable Customers Registry if it appears that the requirements of inclusion in any category are no longer met or if no application is submitted until the day after the expiry date of the above mentioned deadline. An amended application may be submitted at any time during the year due to changes in the submitted data.

Customers already registered in the Vulnerable Customers Registry before 13.11.2018, are required to submit an application to IDIKA SA, unless they have already been included in the Social Residential Tariff. If they are not included in the Social Residential Tariff or do not submit an application or do not meet the criteria, they will be automatically removed from the Vulnerable Customers Registry on 31 December 2018.
