HEDNO Announcement on the extension of installation deadlines and the reservation of electrical capacity for Renewable Energy Source (RES) stations, pursuant to Article 62 of Law 5261/2025 (Government Gazette A’ 231/12.12.2025)

HEDNO informs interested parties that stations falling under Article 32B of Law 4951/2022 (Government Gazette A’ 129/04.07.2022), as amended by Article 62 of Law 5261/2025 (Government Gazette A’ 231/12.12.2025), and which have paid the Installation Extension and Electrical Capacity Reservation Fee to DAPEEP (Operator of Renewable Energy Sources & Guarantees of Origin) within the specified deadline, may submit, via the Online Application Submission Platform for RES and CHP stations a “Request for extension of the Final Connection Offer”, accompanied by the Certificate of Payment of the Electrical Capacity Reservation Fee, issued pursuant to the above-mentioned Article 62. Furthermore, applicants must also submit the Certificates of Payment of the Electrical Capacity Reservation Fee that were issued under the previous regulatory framework and through which the available extension options were exhausted.

Requests concerning stations for which, at the date of entry into force of Law 5261/2025 (Government Gazette A’ 231/12.12.2025), the validity period of the Final Connection Offer (FCO) has expired, shall be examined with regard to the availability of electrical capacity in order to grant an FCO. If it is established that no available electrical capacity exists, DAPEEP shall be informed to make sure that the paid fee is refunded to the interested party, in accordance with Article 62, paragraph 2 of Law 5261/2025.
Article 62
Extension of installation deadlines and reservation of electrical capacity for Renewable Energy Source (RES) stations, possibility of re-issuance of supporting documents for RES stations Addition of Article 32B to Law 4951/2022
“1. For Renewable Energy Source (RES) stations holding a producer certificate or a special projects certificate, for which the statutory extension of the validity period of the installation permit has been fully exercised, as well as for exempted stations for which the statutory extension of the validity period of the Final Connection Offer has been fully exercised, the validity period of the installation permit and the Final Connection Offer may be extended as follows:
- a) up to twelve (12) months for stations holding a Producer Certificate or a Special Projects Certificate; and
- b) up to eight (8) months for exempted stations,
provided that an Installation Extension and Electrical Capacity Reservation Fee is paid, amounting to one thousand (1,000) euros per megawatt (MW) of Maximum Production Capacity per month of extension, and that the relevant extension request is submitted to the competent licensing authority or the competent Network Operator.
- In the case of Renewable Energy Source (RES) stations holding a Producer Certificate or a Special Projects Certificate, as well as exempted stations referred to in paragraph 1, for which, at the date of entry into force of this Law, the validity period of the installation permit or the Final Connection Offer, respectively, has expired and, additionally, the possibility of extension has been exhausted, the validity of both the installation permit or the Final Connection Offer, as well as of all related permits or approvals that have lapsed automatically, may be renewed and extended in accordance with paragraph 1. The time period from the date of expiry until the date on which the interested parties are notified of the renewal and extension of the validity of the permits by the competent licensing authority or the competent Network Operator, pursuant to the second subparagraph, shall not be taken into account, provided that the interested parties pay, within thirty (30) days, the Installation Extension and Electrical Capacity Reservation Fee referred to in point (b) of paragraph 1 and submit the relevant extension request to the competent licensing authority or the competent Network Operator. In the event that no available installation location or no available electrical capacity exists, the competent licensing authority or the competent Network Operator shall inform the Operator of Renewable Energy Sources & Guarantees of Origin, and the paid fee shall be refunded to the interested party. Otherwise, within thirty (30) days, the competent authority shall confirm to the interested party the revival and extension of the validity of the permits.…”
