Strategic Transformation and Digitisation
The strategic projects included in our new strategic plan mark the course of the HEDNO in the near future.
Strategy, Modernisation & Innovation
We aim to be a modern network management company through digitised operations, modernisation of our systems and new planning and development tools.
Growth and modernisation through the Strategic Projects
In our new business plan, we include Strategic Projects, which are both a central axis and a catalyst for the modernization of our company, while marking our path for the near future.
These projects are part of the Transformation Programme of the BPA towards a modern Network Management Company through digitised operations and new tools for planning and deployment of the Distribution Network across the mainland and the Non-Interconnected Islands.
Greece in the new era of Smart Grids
Our strategic projects create the basic conditions for Greece to enter the new era of Smart Grids, on the basis of which new markets for services and products can be developed in a constantly changing electricity market. The electricity sector has entered a period of radical change internationally, both technologically and in terms of business, and we at HEDNO are seeking to develop the necessary infrastructure with the maximum possible benefit for the economy, society and the environment.
The Strategic Projects cover a wide range of modernization activities, such as Smart Grids, Telemetering of consumption, Tele-customer service and automation in many internal operations, always keeping an eye on new trends in the electricity sector.
Benefits of the projects
The benefits expected from the implementation of the Strategic Projects, in combination with the company’s fixed objectives, are:
improving the quality of energy and services provided to customers, while reducing the company's operating costs
improving working conditions for its staff
the more efficient operation of the electricity market
the protection of the environment by increasing the penetration of Renewable Energy Sources (RES)

HEDNO Substation and Network Upgrade Projects Serving Industrial Areas (IAs)
Within the framework of State Aid Scheme Action 16634 “New Industrial Parks” of the General Secretariat for Industry of the Ministry of Development, funded through the National Recovery and Resilience Plan “Greece 2.0”, HEDNO has implemented substation and network upgrade projects in nine (9) Industrial Parks to serve existing Industrial Areas (IAs).
Purpose of the Projects
The measure aims to modernize the country’s energy infrastructure serving Industrial Areas (IAs) and to enhance the capacity of the distribution network through targeted interventions involving the upgrade and undergrounding of Medium Voltage (MV) networks, as well as the reinforcement of Substation capacity. These targeted interventions ensure the full accommodation of increased electricity demand from both existing and new industrial customers, within the Industrial Areas as well as in the surrounding regions. At the same time, they significantly improve service quality and the reliability of the electricity supplied, while enhancing the overall efficiency and operational security of the distribution network. A key strategic benefit of these projects is the maximization of the integration of new Renewable Energy Source (RES) installations, effectively promoting modern energy-saving, energy storage and clean energy distribution solutions.
The projects have been implemented in the Industrial Areas of Xanthi, Kavala, Florina, Serres, Ioannina, Kilkis, Komotini and Lamia, as well as in the Industrial Park of Sapes, with 100% funding of eligible expenditure.
Interventions by Industrial Area
Industrial Area of Xanthi
• Transfer of the main branching point of Line 32 to the parallel Xanthi Line 33 in order to relieve network loading, reduce faults and create an interconnection point.
• Construction of a 0.256 km of overhead network.
• Project Budget: € 14,800
Industrial Area of Kavala
• Undergrounding of MV Line 32 from the Kavala Substation and MV Line 33 from the Zarkadia Substation.
• Construction of a 10 km of overhead network.
• Project Budget: € 746,500
Industrial Area of Florina
• Construction of a new MV line from the Meliti Transmission Centre (EHV/HV Substation) to the Industrial Area of Florina.
• Construction of a 8 km of overhead network.
• Project Budget: € 782,550
Industrial Area of Serres
• Construction of a new MV line from the Sidirokastro HV/MV Substation to the Industrial Area of Serres.
• Construction of a 17.540 km of overhead network.
• Installation of a new outgoing feeder bay at the Sidirokastro HV/MV Substation.
• Project Budget: € 1,095,000
Industrial Area of Ioannina
• Construction of a new MV line from the Ioannina I Substation to the Industrial Area of Ioannina.
• Construction of a 4 km of overhead network.
• Project Budget: € 733,375
Industrial Area of Kilkis
• Undergrounding of Kilkis MV Lines 25 and 30 originating from the Kilkis HV/MV Substation, replacing and decommissioning the corresponding overhead network.
• Construction of a total of 45 km of underground network.
• Project Budget: € 1,500,000
Industrial Area of Komotini
• Undergrounding of six (6) MV lines.
• Construction of a 23 km of overhead network.
• Replacement of an existing 50 MVA power transformer at the Komotini Thermal Power Plant with a new transformer of the same capacity and increased short-circuit voltage (23%).
• Project Budget: € 3,103,000
Industrial Area of Lamia
• Undergrounding of two existing lines and construction of two new MV lines from the Stylida Substation to supply the Industrial Area of Lamia.
• Construction of a 54 km of overhead network.
• Project Budget: € 5,005,000
Industrial Park of Sapes
• Undergrounding of the feeder branch supplying the Industrial Park of Sapes.
• Construction of a 1.8 km of overhead network.
• Project Budget: € 137,200
The project is being implemented within the framework of the National Recovery and Resilience Plan “Greece 2.0”, funded by the European Union – NextGenerationEU.

Quality of the services provided
At HEDNO we aim at providing better quality services to our Customers and we are committed to you mainly in two ways:
- the Ministerial Decision of 2007 (Δ5/ΗΛ/Β/Φ1.10/6636/26.03.2007) which defines the time of response to Customers’ requests for power supply.
- Under the “Guaranteed Services” program that has been in effect from 1/4/2014 (approved by RAE).
At the same time, two main indicators are monitored to determine the quality of the provided energy:
Average frequency interruptions per customer (SAIFI)
Aiming at further improvement of the service quality indexes (duration for power supply studies and constructions) and energy quality indexes (decrease of the number of failures, minimization of restoration time, improvement of the provided voltage, etc.) along with the reduction of the operating cost and the increase of productivity, we proceed to important investments in networks relative to:
- Increase of network sufficiency for the coverage of the demand.
- Ensure further enhancement of the Network reliability
- Network development and work automation
