Frequently Asked Questions
According to the Ministerial Decision on the regular re-inspection of an IEI, the following applies:
- For IEIs in residential and similar premises (Category A), the maximum interval for regular re-inspection is ten (10) years.
- For IEIs in commercial premises (Category B), the maximum interval for regular re-inspection is five (5) years.
- For EHIs in entertainment venues and public gathering places and outdoor professional EHIs (Category C), the maximum period for regular re-inspection is two (2) years.
The re-inspection may be specified by the installer at a shorter interval than those mentioned above. In this case, it shall be accompanied by a justification in the corresponding field of the LEC.
Information regarding the expiry date of a Licensed Electrician Certification (LEC) for a low-voltage electrical installation is available:
- on the LEC form, a copy of which is held by both the licensed electrician and the user or owner of the installation
- by contacting HEDNO’s call center at 800-400-4000 or 2111900500.
- on HEDNO’s website, via the “open” online application for a LEC (https://apps.deddie.gr/LicensedElectricianCertification/).
For IEI with LEC drawn up before October 8, 2021, the re-inspection intervals are those that were in force at the time of their issuance. Subsequent inspections are carried out at the intervals described above.
For installations that include parts belonging to more than one of the categories mentioned above, the IEI is classified in the category with the shortest re-inspection interval.
An emergency inspection and the drafting of a new LEC are carried out in the following cases:
- Change of Category or subcategory of the IEI, in accordance with Annex II of Ministerial Decision No. 101195/17.09.2021
- Change of owner or consumer in cases of IEI of Categories B and C.
- Immediately following:
- A modification of an existing IEI relating to an electrical panel, an addition or removal of materials related to electrical safety, or to an earthing device,Immediately following:
- A serious accident directly related to the EIE, such as electric shock,
- a harmful event, such as flood, fire, earthquake, etc.
- before reconnection to the HEDN of an outdoor professional IEI, in the event of power failure,
- upon request or inspection order from the competent authority.
In accordance with paragraph 3 of Article 6 of Ministerial Decision No. 101195/17.09.2021, and until the establishment of the Single Register of Electrical Installations of Article 11 of Law 3982/2011 (Government Gazette A’ 143/17.6.2011), HEDNO shall receive the Licensed Electrician Certifications (LEC) with the accompanying documentation, as well as the Solemn Declarations under paragraph 2 of Article 5 of the Ministerial Decision for the connection of MV installations to the Network.
From March 1, 2023 onwards, all of the above documents must be submitted in electronic form exclusively through the HEDNO online customer support application (https://opps.deddie.gr/ccrWebapp/), and will only be accepted if digitally signed, i.e. if signed in one of the following ways:
- With an approved electronic signature, in accordance with Law 4727/2020,
- Via the Single Digital Portal of the Public Administration (gov.gr),
- With the procedure* described in Ministerial Decision No. 43059 ΕΞ 2022/20.10.2022
(Government Gazette B’ 5471/21.10.2022), specifically for cases where, in accordance with Law 4483/1965, approval is required from the relevant professional association of electrical installers.
The document must be submitted within thirty (30) days of the date of issue (date of signature by the electrician) under the responsibility of the author.
*The Ministerial Decision describes the use of the gov.gr application for the digital Licensed Electrician Certification (LEC) – Gov.gr (www.gov.gr). The maximum file size that can be uploaded by the user to the application is 10Mb. If this size is not sufficient, then the accompanying documentation (draft, etc.) may be submitted in a separate file that meets the size limit, accompanied by the LEC document.
The LEC form requires the details of both the owner of the installation and the consumer, if the latter is not the owner.
The accompanying documentation requires the signature of the owner or the consumer (if they are not the same person). Obviously, if there is no tenant, the form is signed by the owner.
Professionals who are entitled to sign a LEC are:
Certified engineers (graduates of polytechnic and university schools):
The document must bear the engineer’s stamp and digital signature. Certified engineers are entitled to issue LEC certificates for electrical installations of any power rating. In accordance with Law 4483/1965, as currently in force, the LEC of licensed engineers does not require approval by the Technical Chamber of Greece or a professional association.
Others (graduate engineers and electricians):
The document bears the digital signature of the electrician and digital approval by their association* or the Region. The stamp is not considered necessary for the Hellenic Electricity Distribution Network Operator (HEDNO), given that the association or the Region has certified the status of the author and their formal qualifications.
In any case, the LEC is signed by the owner/user of the installation or, alternatively, a Solemn Declaration is submitted with the following wording:
“I have been informed by the licensed electrician …….. about the obligation to regularly check the electrical installation with supply number …., I have received a copy of the LEC and the accompanying documents drawn up on …-…-… and I agree that they will be submitted on my behalf to the competent service of the Hellenic Electricity Distribution Network Operator (HEDNO).”
The above Solemn Declaration shall be submitted together with the LEC to the Customer Support Application (https://apps.deddie.gr/ccrWebapp/) and only if it is not digitally signed is it necessary to send it by post to the competent HEDNO office.
*0 electrical installers are registered with associations belonging to POSEI or with independent associations. Graduates of technical education (engineers) are registered with EETEM or with the associations to which electrical installers are registered. The gov.gr application “Digital Responsible Declaration of Installer (YDE)” was created for YDEs that require approval from the electrician’s “relevant professional association.” The Hellenic Electricity Distribution Network Operator (DEDDIE) does not accept YDEs from engineers who are certified by the Technical Chamber of Greece (TEE).
According to Article 2, paragraph 3 of Law 4483/1965, as currently in force, “the licensed electrician certification, excluding those issued by certified engineers … is checked to verify that the signature of the electrician is genuine … on the same day by the relevant professional association …”. The “relevant professional association” certifies that the signatory is a licensed electrician, holds the relevant professional license (category and validity) and, consequently, the legal professional right to sign responsibly that the specific electrical installation they have constructed, repaired, or
maintained complies with the applicable technical regulations and will operate smoothly and safely for the user of the electrical installation.
The Hellenic Electricity Distribution Network Operator (HEDNO) is not competent to rule on the legality of an association’s operation or the legality of the signature of the LEC, and cannot replace the competent bodies, which, in accordance with Article 14(2) of Law 3982/2011, are the services of the regional authorities of the State.
In accordance with PD 108/2013, engineers who fall under the provisions of Article 1 of Law 6422/1934, upon obtaining their degree and professional license from the Technical Chamber of Greece, submit an application to the competent service of their Region, announcing the commencement of the professional activities regulated by the Presidential Decree and acquiring the right to exercise all these activities, as specified in Article 5(11) of Law 3982/2011.
In accordance with Law 4483/1965, as currently in force, the LEC of qualified engineers does not require approval by the Technical Chamber of Greece or a professional association.
The first four (4) documents, namely the single-signed installation certificate, the single-signed table, the inspection report, and the IEI data recording form, must be submitted. The remaining two, namely the study of case e) of paragraph 7 of Article 1 of Joint Ministerial Decision Φ Α’ 50/12081/642/26.07.2006, as in force, and the Form for the Optional Installation of a Residual Current Device (FOIRCD), shall be submitted at the discretion of the author.
In order for an unelectrified installation to be electrified, if it is not possible to complete all the fields of the Control Protocol, a LEC marked as “non-final” shall be submitted to the Hellenic Electricity Distribution Network Operator (HEDNO). Within forty-five (45) days of electrification, a “final” LEC must be submitted, which, if no other changes have been made to the IEI, must be accompanied by the fully completed Control Protocol.
If only part of an IEI relating to an electrical panel has been modified (e.g., addition of an electric vehicle charger), then a LEC may be submitted for that part only, provided that the LEC for the installation is valid. Submitting a LEC for the part of the IEI that has been modified doesn’t change when the installation needs to be checked again.
In this case, one LEC is submitted. It should be noted that the type of Protocol submitted and whether one or more Protocols are required is under the sole responsibility and competence of the electrical engineer.
Electric vehicles can be charged using charging stations that can be installed in public or private areas in accordance with the legal framework. In any case, the electrical installation must be designed in accordance with standard ELOT 60364, so that the vehicle owner can safely charge the car at the respective power supply. The Hellenic Electricity Distribution Network Operator (HEDNO) must be notified of any modifications to the electrical installation by submitting a new LEC, in accordance with Ministerial Decision No. 101195/17.09.2021.
No, according to the law, the competent authority is the relevant Administrative Region of the State, to which they should refer.
In accordance with Article 6, paragraph 4 of Ministerial Decision No. 101195/17.9.2021, the LECs with accompanying documentation relating to an IEI that are not supplied by or connected to the Network shall be kept by the owner and consumer as well as by the person who drew them up. Therefore, for an autonomous IEI (not connected to the Network), a LEC is drawn up but not submitted to the Hellenic Electricity Distribution Network Operator (HEDNO).
It should be noted that installations that can be powered by a backup source (e.g., UPS) in the event of a power failure from the grid are not considered autonomous.
Upon issuance of the LEC, the licensed electrician certifies that the electrical installation will operate safely and without interruption. Therefore, any problems that arise during the inspection or re-inspection must be assessed and judged as to whether or not they compromise the safety of the installation.
Upon receipt of the LEC, the Hellenic Electricity Distribution Network Operator (HEDNO) does not check the quality of the services provided by the electrician. HEDNO is responsible for keeping the LEC file and checking only those parts of the installation that affect the Network, not for checking any deficiencies or problems in the internal electrical installation.
If a backup generator, self-generation station, or charging station is declared in the LEC and the Hellenic Electricity Distribution Network Operator (HEDNO) finds that there is no entry in the specific applications for this purpose, the LEC is accepted but the consumer/owner is requested in writing to follow the procedures provided for the installation of the above.
The minimum cross-section of the meter panel line is 10 mm2. However, in cases of re-inspection of old installations with 6 mm2cross-section lines and when there is no change in the IEI, the installation of a 10 mm2 cable is not required . Therefore, in the event of a regular re-inspection, it is possible for the LEC to specify a cross-section of 6 mm2 as the meter panel line.
For the interconnection of private substations, installations, and MV motors with the Network, a Solemn Declaration shall be drawn up by those legally entitled, certifying that the MV installation they have implemented has been executed and inspected in accordance with the technical requirements and specifications laid down by the Network Operator. The above Solemn Declaration shall be submitted to HEDNO, as well as the LEC.
For low voltage (LV) electrical installations supplied through private MV substations, the provisions of Ministerial Decision No. 101195/17.09.2021 apply.
Ministerial Decision No. 101195/17.09.2021 (Government Gazette B’ 4654/8.10.2021), as currently in force, stipulates that, as of 1/1/2024, Internal Electrical Installations (IEI) or parts thereof must be designed, constructed, modified, maintained, and inspected in accordance with the general and specific requirements of standard ELOT 60364* or an equivalent standard. The inspection of an IEI aims to verify and document the correct and safe operation of the installation and includes the initial inspection, regular re-inspections, and periodic inspections.
After the inspection or re-inspection, the Licensed Electrician Declaration (LEC) is drawn up for the IEI, in accordance with the new template in Annex I of the above Ministerial Decision.
The IEI or individual parts of the IEI shall be inspected in accordance with the Standard or Regulation in force at the time of their construction.
*For electric vehicle charging stations, the application of standard ELOT 60364 for the design, construction, operation, and inspection of the installation shall apply from the publication of Law 4710/2020, i.e., from July 23, 2020.
