HEDNO Announcement regarding the Acceptance of Applications for Stations under paragraphs 11A and 11B of Article 10 of Law 4685/2020 by producers with electricity compensation

The Distribution Network Operator informs interested parties that, as of today, the submission of new applications for stations under paragraphs 11A and 11B of Article 10 of Law 4685/2020 by producers with electricity remuneration has commenced through the Online Application Submission Platform for RES and CHP stations  within the framework of Law 4951/2022 (including paragraph 5(b) of Article 11G of Law 4685/2020).

where the updated Annexes I and II regarding the technical specifications of the station equipment are available.

The supporting documents must pertain to the station as a whole, namely both the RES/CHP unit and the storage system.

Clarification regarding the Bank Guarantee Letter under Article 6 of Law 4951/2022

  • For the calculation of the amount of the bank guarantee letter for stations under paragraph 11A of Article 10 of Law 4685/2020, the station’s maximum generation capacity is taken into account.
  • For the calculation of the amount of the bank guarantee letter for stations under paragraph 11B of Article 10 of Law 4685/2020, the capacity of the application is understood as the station’s maximum injection capacity (According to point (e) of paragraph 1 of Article 19A of Law 4685/2020:     “the Maximum Injection Capacity of an RES and CHP generation station with storage systems may not exceed either the maximum generation capacity of the RES and CHP station or the maximum injection capacity of the station’s storage systems, whichever is higher”).

Example of bank guarantee amount calculation:

  • For the submission of an application for a station under paragraph 11A of Article 10 of Law 4685/2020 with PV RES technology, installed capacity of 400 kW and maximum generation capacity of 400 kW, the amount of the bank guarantee letter will be calculated based on the station’s maximum generation capacity, namely 400 kW.
  • For the submission of an application for a station under paragraph 11B of Article 10 of Law 4685/2020 with PV RES technology, installed capacity of 400 kW, maximum generation capacity of 400 kW, and a storage system with a maximum injection capacity of 500 kW, the amount of the bank guarantee letter will be calculated based on the station’s maximum injection capacity, namely 500 kW.
  • For the submission of an application for a station under paragraph 11B of Article 10 of Law 4685/2020 with PV RES technology, installed capacity of 400 kW, maximum generation capacity of 400 kW, and a storage system with a maximum injection capacity of 300 kW,the amount of the bank guarantee letter will be calculated based on the station’s maximum injection capacity, namely 400 kW.

For the acceptance of new applications for stations under paragraphs 11A and 11B of Article 10 of Law 4685/2020 by producers with energy remuneration, Article 89A of Law 4951/2022, as in force, regarding the reduction of bank guarantee letters for RES station owners, shall apply.

It is noted that, for applications concerning stations under paragraphs 11A and 11B of Article 10 of Law 4685/2020, the exemptions from the submission of a bank guarantee letter provided for in paragraph 2 of Article 6 of Law 4951/2022 shall apply.

The original document of the above-mentioned bank guarantee letter must be submitted to the competent HEDNO management unit no later than five (5) calendar days from the date of submission of the connection application.
