Announcement by HEDNO, as the Operator of Non-Interconnected Islands (NII), regarding the implementation of Ministerial Decision YPEN/DAPEEK/102876/1958 (Government Gazette B 5573/September 14, 2026)

Pursuant to the provisions of Ministerial Decision YPEN/DAPEEK/102876/1958 (Government Gazette B’ 5573/14.09.2026), HEDNO informs interested self-consumers operating on the Non-Interconnected Islands Network that applications may now be submitted for registration in the NII RES Station Register for stations operating under net billing and virtual net billing.

Clarifications:

Registration in the Register is mandatory for all stations operating under net billing or virtual net billing which inject energy into the Non-Interconnected Islands Network, irrespective of whether or not they receive compensation for surplus energy. Consequently, stations that are not capable of injecting energy into the Network are not registered.

Specifically:

Α) For stations:

  • operating under net billing or virtual net billing and falling within the provisions of Article 5B of Ministerial Decision YPEN/DAPEEK/102876/1958 (Government Gazette B’ 5573/14.09.2026) (Special “Residential Photovoltaics” Programme);
  • operating under net billing or virtual net billing and falling within the provisions of Article 5D of Ministerial Decision YPEN/DAPEEK/102876/1958 (Government Gazette B’ 5573/14.09.2026);
  • operating under net billing without compensation for surplus energy and falling within the provisions of Article 5A of Ministerial Decision YPEN/DAPEEK/102876/1958 (Government Gazette B’ 5573/14.09.2026);
  • operating under virtual net metering and falling within the provisions of Article 5A of Ministerial Decision YPEN/DAPEEK/102876/1958 (Government Gazette B’ 5573/14.09.2026);
  • operating under virtual net metering and falling within the provisions of Article 5C of Ministerial Decision YPEN/DAPEEK/102876/1958 (Government Gazette B’ 5573/14.09.2026) (Collective Self-Consumption),

an application must be sent to market.operations.support@deddie.gr, accompanied by the following supporting documents:

  • Application – Solemn Declaration under Law 1599/1986, issued electronically through www.gov.gr (in accordance with the attached template), by the self-producer or its legal representative;
  • the station’s Connection Agreement;
  • legal documentation of the applicant entity. More specifically:
  • For companies (S.A., Ltd, P.C., General Partnership, Limited Partnership, Civil Company or Energy Community):
  • Copy of the latest Codified Articles of Association published in the General Commercial Registry (GEMI);
  • GEMI General Certificate (covering corporate amendments, non-dissolution, bankruptcy, placement under liquidation, compulsory administration, conciliation/restructuring proceedings, etc.);
  • Detailed GEMI Certificate of Current Representation.
  • For other legal entities (public-law or private-law legal persons):
  • Copy of the deed of establishment and any amendments thereto, or a copy of the latest Codified Articles of Association;
  • Decision on the election/constitution of the governing body, Board of Directors and representation, etc.
  • For natural persons:
  • Copy of the identity card;
  • A Solemn Declaration by the self-producer (or its legal representative), issued electronically through gov.gr, stating all supply numbers in respect of which the netting is carried out and the participation percentage of each supply in the netting arrangement (for stations operating under virtual net billing);
  • Certificate of polygon registration. Stations with an installed capacity of less than 10.8 kW are exempt.

The following should also be noted:

  • For stations falling within Article 5C of Ministerial Decision YPEN/DAPEEK/102876/1958, the above application must be submitted by the legal representative, together with the Private Agreement between the (co-)owners for Collective Self-Consumption.
  • For stations owned by a third party (hereinafter the station owner) rather than by the self-consumer, the above application must be submitted by the station owner.

Β) For stations operating under net billing with compensation for surplus energy and falling within the provisions of Article 5A of Ministerial Decision YPEN/DAPEEK/102876/1958, the application for registration in the NII RES Station Register is submitted simultaneously with the application for the signing of a Consumption Compensation Agreement.
